About Jim

  • 5th Generation Texan.
  • Originally from Sulphur Springs, Texas.  
  • Attended college at East Texas State University (now Texas A&M University – Commerce) on Orville Moody Leadership Scholarship
    • Graduated with high honors and a double-major in Economics and Political Science
    • Became the first member of my family to graduate from college
    • Member of Sigma Chi fraternity
  • After college, moved to Houston for law school, passed the Texas bar exam, and moved to Dallas to begin career.
  • Married to Beadie Chester (also a 5th generation Texan) for 19 years.
    • Realtor with Ebby Halliday
    • Active in National Charity League and Rockwall Women’s League
    • Her family’s spice business, Pendery’s, has been recognized as the oldest family-owned business in the State of Texas. 
  • Founded Chester PLLC in 2003 and ran it until it merged with Klemchuk LLP in 2018. 
  • Father of 4, including a son and daughter currently at RHHS, a son at Cain, and adult son currently in seminary to become a priest.   
  • Heath resident Since 2015.
  • The only property in Heath in which I own any interest is my home.
  • Will not accept donations/support from outside the area or from any developers/business owners whose interests do not fit the community vision and plans

Core Beliefs

  • Area development should be reasonable, deliberate, and reflect the long-term vision and goals of residents to preserve the pastoral, small town feel of the city.
    • One rooftop per developable acre
    • In line with the comprehensive plan and detailed overlay districts
  • Government should be frugal stewards of taxpayer money and its dealings should be transparent 
  • Government should take/do nothing more than is absolutely necessary to protect the rights and freedoms of its citizens
  • Capitalism and free market policies create a higher standard of living for everyone
  • Government should, wherever possible, encourage and facilitate free enterprise, rather than usurping it. 
  • Sometimes one persons’s right come in conflict with another and in those situations we determine who must yield by prioritizing rights as follows:
    • Life 
    • Freedom from assault, harm and injury
    • Protection and respect of Private Property 
    • All other Personal liberties 
  • To create strong and prosperous communities, we must respect one another.
    • Different viewpoints can often yield superior outcomes
    • We can disagree without being disagreeable.
